The European Commission has charged the International Organization for Migration (IOM) and the International and Ibero American Foundation for Administration and Public Policy (FIIAPP) with the task of implementing the project.
In line with the priorities established during the EU-LAC summit and expressed in the final Declaration, the Plan mentions different actions aiming at promoting the technical cooperation between the countries of both regions. In order to facilitate the exchange of information on migration flows, as well as to strengthen policies aiming at linking migration and development, the point four of the plan is specifically dedicated to migration.
In compliance with the final Declaration of the VI EU-LAC Summit, the European Commission has entrusted the International Organization for Migration (IOM) and the International and Ibero American Foundation for Administration and Public Policies (FIIAPP), based on their respective expertise, with the implementation of the project: “Strengthening the dialogue and cooperation between the EU and LAC to establish management models on migration and development policies”.
Strengthening data collection, processing and sharing on migration
It consists of, among others, the development of an extended migration profile and updates for the whole LAC region which would complement migration profiles that are already existing or being developed by IOM, in coordination with the South American Conference on Migration, encouraging a detailed knowledge on the migration situation in the region.
Building capacity for promoting sound migration management through the implementation of reintegration policies
It includes one of the issues considered as a regional priority by the General Secretariat of the Andean Community, but also a strong mechanism for others countries to maximize the positive impacts of migration flows improving the link between migration with reintegration by the national labour markets.
Promoting the investment of remittances
The creation of conditions necessary to promote and maximization of the investment of remittances will be pursued by means of enhancing the capacity of migrants and recipient communities to make a better use of their remittances.
Migration has become increasingly relevant for EU-Latin American and Caribbean (EU-LAC) relations in recent years and has profoundly affected the EU-LAC Strategic Partnership since it was launched in Rio de Janeiro in 1999.
Migration figures now high on the agenda of the EU-LAC Strategic Partnership, and the EU and LAC countries are currently actively involved in further developing their dialogue on migration as well as enhancing bi-regional cooperation in this area.
In this regard and following the launch of the EU-LAC Structured and Comprehensive Dialogue on Migration in June 2009, the VI EU-LAC Summit in May 2010 has seen EU-LAC Heads of State and Government undertaking further commitments and adopting specific initiatives in the area of migration.
The principal objectives of the Dialogue include identification of common challenges and areas for mutual cooperation as well as building a stronger evidence base for EU-LAC migration in order to better understand its realities, based on the principle of shared responsibility, strengthening the commitment and willingness of both sides to discuss migration issues.
Some of these initiatives are included in the Madrid Action Plan 2010-2012. In line with the priorities established during the summit and expressed in the final Declaration, the plan mentions different actions aiming at promoting the technical cooperation between the countries of both regions.
